The contract for remanufactured toner cartridges
has been awarded to AMS Laser Supply and will take effect on November 1, 1997. Pricing and
specification information is attached. Please pass this on to the appropriate person in
your office
Following is the award letter that explains the contract and warranty:

- RE: Remanufactured Laser Printer Toner Cartridges PO#:
- A universal blanket purchase order has been issued to AMS Laser Supply for the supply of
toner cartridges for laser printers. These cartridges are re-manufactured to meet original
equipment manufacturer's (OEM) standards and the performance of these cartridges is fully
guaranteed by the vendor. AMS Laser Supply reports that the failure rate of these
remanufactured cartridges (2%) is now lower than the typical failure rate of new
cartridges (3-5%). When the cartridge can no longer be effectively remanufactured, the
components are diverted into recycling systems, conserving resources and reducing the
amount of toxic waste bound for landfill disposal.
- AMS Laser Supply has been supplying remanufactured laser printer toner cartridges to
King County for six years with excellent satisfaction. Last year alone, King County saved
over $200,000 through the use of this contract.

- Please keep ALL empty cartridges (and cartons) for return to AMS. They will be picked up
at the time of the next delivery.
- Please keep a "spare" cartridge on hand to prevent "down-time". This
will also allow the empty cartridge to be packaged for return to the cartridge supplier at
the time of delivery of the remanufactured cartridge.
- AMS Laser Supply has the following warranty on it's products:
- Our warranty states that all remanufactured toner cartridges will perform to new OEM
standards for print quality and print yield. Should a remanufactured cartridge not
function to your satisfaction, we will replace it within one day at no cost to you via AMS
delivery, courier or United Parcel Service.
- Should any damage to a printer be solely attributed to our remanufactured cartridge, AMS
Laser will repair or pay for the repair of the printer. We have four qualified technicians
that can perform all repairs for printers listed in this bid. any damage directly
resulting from the use of our toner cartridge will be immediately repaired within two days
to the end users satisfaction at no charge. A loaner printer can be provided if the
damaged printer had to be taken off site for repairs. If AMS does not perform the repair,
we would request a written document from a certified laser printer technician outlining
the problem.
- A written warranty is available upon request.
SPECIFICATIONS:
- All toner cartridges supplied shall meet or exceed original equipment manufacturer's
(OEM) standards of quality and performance.
- Bidders shall have facilities, skilled personnel, equipment, and parts available to
completely service, maintain, overhaul, and repair all laser printers listed in this
solicitation.
- Bidders shall furnish documentation with this bid demonstrating that service personnel
have completed training sufficient to completely service, maintain, overhaul, and repair
all laser printers listed in this solicitation.
- To be eligible for award, bidders must include bids for all cartridges listed in this
solicitation.
- During remanufacture, cartridges shall be disassembled, all parts shall be cleaned and
inspected, and damaged parts shall be replaced.
- Drums shall be of the "long-life" type, where available. The OEM primary
corona roller surfaces are to be stripped and recoated with a polymer resin material.
Drums and drum-coating resins shall meet or exceed OEM standards and drums shall be tested
for continuity at least every ten cycles. Bidder shall indicate in this bid the original
manufacturers) and part number(s) of drum(s) and coating polymer(s) offered.
- The OEM magnetic roller sleeve is to be resurfaced at least every 5 cycles.
- The hopper shall be filled to capacity with new toner meeting or exceeding OEM
standards. Bidder shall indicate in this bid the original manufacturers) and part
number(s) of toner supplied.
- The felt from the fuser roller wand, if any, shall be removed and replaced with new
heat-resistant oil impregnated felt or a new fixing wand meeting OEM standards shall be
included.
- A toner hopper seal/separator meeting or exceeding OEM standards shall be inserted to
prevent spillage of toner during shipping.
- The original OEM recovery blade shall be replaced with one manufactured of pliable
poly-mylar material, meeting or exceeding OEM standards, and this blade shall be replaced
as needed thereafter, at least every five cycles.
- The original OEM drum-wiper blade shall be replaced with a heat-resistant blade, meeting
or exceeding OEM standards, and this blade shall be replaced as needed thereafter, at
least every five cycles.
- The original OEM corona-wire assemblies, if any, are to be cleaned and tested for
continuity and a magnetic strip is to be installed in the corona wire assembly to minimize
contact of toner residue.
- Cartridges for use in printers with exposed corona wire shall be accompanied by
instructions for cleaning the corona wire.
- All cartridges are to be tested before remanufacturing by installing the cartridge in an
applicable printer and running test copies.
- All cartridges are to be tested after remanufacturing by installing the cartridge in an
applicable printer, running and inspecting test copies.
- The cartridge shall be packaged and sealed in an anti-static bag meeting OEM standards.
- Packaging shall be constructed to permit users to re-package spent cartridges for return
to vendor.
- Bidders shall provide up to two (2) samples of each item listed in this solicitation for
testing and evaluation, at the request of the County.
- Bidders shall furnish documentation with this bid indicating the current and expected
failure rate of cartridges supplied under this contract.

The Environmental Purchasing Program
The King County Environmental Purchasing Program was established in 1990 to assist
County agencies in implementation of King County Executive
Policy CON-7-1-2, which requires agencies to use recycled and other environmentally
preferable products "wherever practicable."
The program assembles information about these products and makes it available to
specific agency users who can evaluate them and attempt to develop applications in County
projects.
These procurement bulletins contain information about the results of product
evaluations and other accomplishments of County agencies. We hope this information will
