The U.S. Environmental Protection Agency (EPA) estimates that Americans discard more than four billion pounds of carpet, every year. With landfill capacity declining and carpet waste increasing, we need to find ways to minimize the environmental impacts of our use and disposal of carpet. The State of Washington has created a new contract intended to address these concerns. It includes provisions for recycled content carpet and recycling of old carpet, and requires installers to use adhesives with low levels of Volatile Organic Compounds (VOCs), which may contribute to indoor air quality problems as well as atmospheric damage.
This new contract provides for:

National Carpet Recycling Agreement
In designing it's bid, the State of Washington benefited from a national carpet recycling effort, spearheaded by the states of Minnesota, Iowa and Wisconsin, with involvement from the U.S. EPA. A workgroup, including over 40 representatives of the carpet industry, government agencies at all levels, and non-governmental organizations, has entered into a voluntary agreement that encourages manufactures to assume responsibility for the lifecycle of carpet from point-of-sale to disposal.

Environmental Purchasing Program
The King County Environmental Purchasing Program assists County agencies in implementation of King County Executive Policy CON-7-1-2, which requires agencies to use recycled and other environmentally preferable products wherever practicable.
The program assembles information about these products and makes it available to specific agency users who can evaluate them and develop applications in County projects.
These environmental purchasing bulletins contain information about the results of product evaluations and other accomplishments of County agencies. We hope this information will help you find ways to use recycled materials in the work of your agency and that you will contact us if we can help you with further information or if you have suggestions.
