1.0 SUBJECT TITLE: Stormwater Pollution Control Manual
2.0 PURPOSE:
3.0 INDIVIDUALS AND ORGANIZATIONS AFFECTED:
3.2 Department of Natural Resources and Parks Water and Land Resources Division, or their successor agencies.
4.0 REFERENCES:
4.2 King County Stormwater Ordinance No. 15052.
4.3 King County's National Pollutant Discharge Elimination System Municipal Stormwater Permit.
4.4 King County Code 2.98 - Rules of County Agencies.
5.0 DEFINITIONS:
5.2 "WLR" shall mean the Water and Land Resources Division, or its successor agency.
5.3 "Businesses, residents or other organizations" shall mean businesses, organizations, public agencies, and all persons or entities occupying or owning property within unincorporated King County.
6.0 POLICIES:
6.2 The Water and Land Resources Division's goal through the Stormwater Pollution Prevention Manual is to present source control best management practices for pollution prevention, as they are widely recognized as the least costly and most efficient and effective means of protecting and improving the quality and beneficial uses of our water resources.
6.3 The Water and Land Resources Division will rely, as much as possible, on education and technical assistance to promote compliance with the Stormwater Pollution Prevention Manual.
6.4 The Stormwater Pollution Prevention Manual shall be available for reading and for purchase at the Water and Land Resources Division and available for reading at King County Libraries and on line here.
6.5 The provisions of this Public Rule are exempted from the rule of strict construction and shall be liberally construed to give full effect to the objectives and purposes for which the Rule was adopted.
6.6 If any provision of this Public Rule is held invalid, the remainder of the Public Rule shall remain unaffected and shall continue in full force and effect. If the application of any provision of this Public Rule to any person or property is held invalid, the application of that provision to other persons or properties shall remain unaffected and shall continue in full force and effect.

8.0 RESPONSIBILITIES:
8.1.2 Providing on-site consultations to businesses and other organizations to assist in implementation of pollution prevention best management practices; and
8.1.3 Determining compliance with the Stormwater Pollution Prevention Manual.
8.2 The businesses or other organizations are responsible, at a minimum, for:
8.2.2 Demonstrating that the best management practices comply with the Stormwater Pollution Prevention Manual; and
8.2.3 Maintaining the best management practices presented in the Stormwater Pollution Prevention Manual.
8.3 The residents of King County are responsible for implementing applicable residential best management practices
